Confounding widespread predictions, the new report said that while the Episcopal Church had not adopted exactly the same language as the Windsor Report, it had nevertheless met two of the three key requests contained in it.
The new report said the Church had adequately expressed regret for defying official policy on homosexuality and had effectively imposed a moratorium on the future consecration of gay bishops.
It warned, however, that the Episcopal Church had not introduced a similarly unequivocal ban on the blessing of gay “marriages” and said that further work need to be done in this area.
Most commentators, even those on the liberal wing, had expected a considerably harsher judgment
Liberals were understandably jubilant yesterday, though some American gay rights groups are beginning to realize that their Church may now be far more tightly tied into a conservative policy than they would like.
